Vaccine Funding

There are many factors to consider when implementing a universal vaccine program including legislation, stakeholders, and the overall implementation process. KV offers consulting services on a pro-bono, limited time basis to help states determine a course of action and next steps

After the exploratory period, if a state decides to pursue implementing a universal
vaccine purchase program, the next step is passing state legislation. Legislation modeled similar to this establishes the funding mechanisms, advisory boards, and other aspects unique to the state universal vaccine purchase programs.
Once legislation is passed establishing a universal vaccine purchase program, the
set-up phase begins. The initial assessment rates are determined and provider education.
Once a universal vaccine purchase program is established, KV can provide
all services necessary to ensure the prompt and accurate collections of funds from private insurance companies and third-party administrators (“payers”) for all covered vaccines.

KV recommends standard procedures common to universal vaccine purchase
states to provide funding stability, transparency, stakeholder support, payer equity, and program flexibility. For example, KV recommends the creation of a governing or advisory council or board that aids in helping the department of health determine how much money should be kept on reserve for the program, what the annual assessment levels should be, what policies should be set, and how to handle non-compliance issues when they arise.

For example, under a special engagement with Alaska, KidsVax® conducted a special survey for in-depth information regarding the landscape for their adult population to better anticipate purchasing vaccine needs.

KV serves as a liaison with outside counsel and works with federal agencies to ensure payer equitability and continued cost-savings
